m MASSACRES IN HUPEH MASKED BANDITS AT WORK (Received 12th February, 1 p.m.) SHANGHAI, 11th February. A-Communist uprising terrorising the population is reported to have occurred in tho Hupeh Province. Government garrisons'were outnumbered and scores of officials, including Magistrates, were murdered, and hundreds of wealthy merchants robbed and slaughtered. The district is where missionary outrages recently took place. Bandits wear masks and believe themselves Heaveninspired. '
