TOKIO, 6th December. The death of Mr. Sadao Saburi ha« seriously embarrassed the Government on account of most important negotiations for treaties which are pending with China. Mr. Obata, formerly Ambassador to Turkey, has' been offered the position of Minister to Pekin, and has accepted.
