MEMORANDUM FROM FRANCE
British Official Wireless. (Received 4th December, 11 a.m.) j RUGBY, 3rd December. The French Government has presented a memorandum in terms similar to those of tho Notes presented by Brit^ am and the United States to the Chinese and Soviet Governments, calling their attention to their obligations under the Kellogg Pact in connection with the situation in Manchuria.
