NOTE TO RUSSIA AND CHINA
UNITED STATES APPEAL
WASHINGTON, 2nd December. The Secretary of State, Colonel Stinison, announced that the United States had appealed to Russia and China in the name of the general Pact for the Renunciation of War to avoid -warlike measures in Manchuria, and adjust the dispute by pacific means. The appeal referred especially to the Kellogg Treaty's Article 2, which recalled the nations' earlier assurances that they would not resort to war unless attacked and expressed tho United States's "earnest hope" that they would refrain from hostile measures. In conclusion the United States reminded the nations that the respect with which they would be held in the world would depend upon the manner in which they carried out their "sacred promises."
