RUGBY, 30th November. The likelihood of several new Labour Peerages being announced in the New Year's Honours List is freely discussed in the newspapers, which point out that the experience of the present Parliamentary session has shown that the number of Peers on the Government benches in the House of Lords is insufficient to discharge- efficiently the work of the Government in that Chamber. The "Manchester Guardian" says that the new Peers will not necessarily be all members of the Labour Party, and it is possible that the Prime Minister may agree, for the purpose of the new creations,-to sorae members of the Opposition parties with strong leaning towards the policy of the present Government being appointed.
