BUGBY, Ist December. A rearrangement of office is announced whereby the number of Under-Sec-retaries of State in the House of Commons is reduced from the -present number ot seven to six, as required by law. The change is. effected by making Earl Russell, who has a seat in the House of Lords, Parliamentary Undersecretary for India, vice Dr. Druinmond Shiels. Mr. Arthur Ponsonby becomes Parliamentary Secretary to the Minister of Transport, vice Earl Bussell. Mr. William Lunu becomes Parliamentary Tinder-Secretary to the Dominions Office, vice Mr. Ponsonby, and Dr. Shiel becomes Parliamentary Undersecretary to the Colonial Office, vice Mr. Lunu.
