GENEVA, 3rd September,

Senor Palacios, the Spanish delegate, informed journalists ' yesterday that he was certainly not attending any more meetings of the Committee. He saw no reason for any optimism, but the next move was up to Madrid. The belief was prevalent last night that Spain will continue its non-com-mittal attitude, neither withdrawing nor participating in the meetings. Senor Palacios is remaining at Geneva as an observer. The Brazilian delegate continues in the same capacity. . A movement is growing in favour of the election of Spain and Brazil as three years' re-eligibles even though they abstain.
