TO-DAY'S PROCEEDINGS
HOUSE OF REPRESENTATIVES
The House of Representatives met at 2.30 p.m. to-day. Sir John Luke (Wellington North) asked the Minister of Education, as a matter of urgency, if his attention had been drawn to a pamphlet called "Empire Day," published by the Depart- , ment of Education of Winnipeg, Canada, containing extracts from the ''New Zealand School Journal." The Minister (the Hon. R. A. Wright) said his attention had been drawn to it. An extraordinary feature of the pamphlet, he said, was that the bulk of the reading matter it contained ha 3 been practically copied from the New Zealand School Journal, and the fact graciously acknowledged. Three articles had been copied from the New Zealand Journal. "Is that a particularly urgent matter?" asked Mr. P. Fraser (Wellington Central). ' Mr. Wright: "No, but I thought members of the House might like to know that their School Journal is being quoted by the Education Department of Manitoba." Mr. Fraser: "It is a put-up game." ' Mr. Wright said he thought it was an honour to the New Zealand School Journal. The Minister of Finance (the Hon. W. Downie Stewart), referring to the promise made by tho Prime Minister of a statement to tho House regarding the Licensing Bill, said that in view of the opposition which it was evident the Bill would arouse it had been decided not to proceed with it during the present session. The Minister said it was clear that even the limited issues raised in the Bill, as drawn, had already aroused strong and widespread opposition, and it was obvious that the Bill could not possibly be dealt, with by the House tnis session. A second reading debate, without any possibility of going further, could serve no useful purpose. In the recess it was hoped that negotiations between the parties mainly interested might be resorted to with a- view to some agreement being reached on the main questions in dispute, and the Government was prepared to assist to that end. In any event the Government would, before next session, carefully review the whole question in the light of the various amendments put forward, with the intention of introducing a Bill next session in the hope that finality might bo reached.
