It emphasises a desire to safeguard the peace in the Balkans, stat-. ing that the Bulgarian Government is doing its utmost to check comitadji activities, which it declares have produced wide ramifications outside Bulgaria. It urges co-operation between all four countries in this connection, and finally declares its readiness to submit the question to the League of Nations, whose recommendations it promises to accept.
