This is a matter in which the Civic League has taken a very livoly interest) pointing out that tho Appeal Board as constituted under the Act was quite an impracticable body, and it is understood; that tho league will now approach "the Mayor and council with further suggestions as to the appointment of-an outside: arbitrator, the fees to be paid by. thp Corporation, except in those ■ eases in. which appeals are considered trivial or worthless.
