(Received 2nd Soptembcr, 2 p.m.) ."-.-■ MELBOURNE, This Day; The' Prinio Minister of the Commonwoalth", Mr. S. Bruce, in a final address in support of tho referenda proposals prior -to 'his departuro for London, referred to his mission at tho Imperial Conference. Ha said that he proposed in the name of the people of Australia to make the first plank in his policy in London that Australia shall remain an integral part of the great worldwide British Nation. The Prime Minister enlarged upon tho subjects of the necessity for Empire union, and the necessity for developing the. Commonwealth. He declared that the public, opinion of the world in years to come'would not tolerate what, he said, "will assuredly seem to tho world a dog-in»the manger policy." The., only way, he said, to avoid such, a judgment was to convince -other, nations beyond a doubt that ■'.'.there was only one people capable of building up a great, prosperous .'national life in this continent, and that. Is., the Australians themselves. We have to prove ourselves a worthy .component of th- Empire." I
