Spanish delegate, Senor Palacios, today asked the Commission dealing with' tho allocation of Council seats to give Spain a permanency, adding that, sha desired a prompt l'eply, but at Viscount Cecil's suggestion a general debate on. tho reorganisation of the Council ■'was initiated and went on throughout the day. !
