All dispatches from Geneva concentrate on Spain's policy. The chic? Spanish delegate, Senor Palacios, today asked the Commission dealing with' tho allocation of Council seats to give Spain a permanency, adding that, sha desired a prompt l'eply, but at Viscount Cecil's suggestion a general debate on. tho reorganisation of the Council ■'was initiated and went on throughout the day. !
Following Spain's demand for a final decision regarding a. permanent seat, Viscount Cecil moved that the Council should first' consider the question of non-permanent seats. - •
Accordingly M. Froinagcot, a French' delegate, moved an amendment designed .to smooth the way for Poland, and. even Spain, -to the effect that out of the occupants of tho. nine elective seats on the Council, provided under Vis^ count Cecil's plan, three -would"be eligible for re-election on the expiry of the prescribed term of three years, and that the coming assembly should decided which seats should be so re-eligible. | The amendment was adopted with the I evident hope that Poland or; Spain would be two out of the three eligibles, and "be thus pacified. . Whether the rather transparent manoeuvre will succeed remains" to be seen. VIEWS ON SITUATION. ■.:.. . Meanwhile, the British, French, German, and Polish representatives are coiij f erring privately, and the Spaniards have gone to Madrid to seejc final inI atructions. The "Morning Post's" Geneva correspondent says that ho has been informed that if Britain and France agree to Spain's Tangier aspirations, Spain | will forego a permanent seat, but if I refused both she will withdraw from tho League. . . The "Daily Express's" special corI respondent says that the consensus of opinion is that Spain will withdraw, but Italy 'a . attitude remains a rnysteTy, d which\ Tangier is the kernel. ' ; '
