MEMBERS' AMENDMENTS
Mr. W. D. Lysnnr (Gisborne) is proposing amendments to the Licensing Bill. He suggests the elimination, of payment of goodwill on the transference of licenses and proposes a penaltyof £500 where such a breach occurs. Provision is made also for the. appointment of inspectors to prevent and detect the adulteration of liquor, and, as well, a general inspector and sub-inspec-tors to regularly inspect licensed: promises. Another clause suggests that it should be lawful for the chief police officer of tho district to grant a special permit with regard to the extension of hours during which liquor may be consumed on club premises on speical occasions. . A provision in tho Licensing :Amondmeiit Bill is to the effect that if. the proposal for a referendum to decide whether there should be three-year or six-year licensing polls ia carried, the poll shall not bo taken earlier than the second General Election held . thereafter. Mr. D. G. Sullivan (Avon) has circulated an amendment which he proposes to move to this clause in,Coinmittee. His amendment is in :the form of the following addition: "Provided always that if not less than six.months boforo the day fixed for any General Election a petition signed by not less than one-tenth of the total, number of electors on the Parliamentary rolls of the Dominion shall be presented to the Governor-General praying that such licensing poll shall be taken .on that day, then and in every such ease ' such licensing poll shall be so taken, anything to the contrary herein contained notwithstanding.' '
