GENERAL DISINTEGRATION
PROTECTION OF FOREIGNERS.
(UNITED PRESS ASSOCIATION.—COPYRIGHT.) (AUSTRALIAN-NEW ZEALAND CABLE ASSOCIATION.) PEKIN, 18th January. Mr. J. G. Schurman, addressing the American Association, cited six recent, attacks upon American missionaries. He hinted that if the Pekin Government was unable to protect the rights of foreigners the Powers involved would be obliged to act.
-Mr. Schurman said that the attitude of the United States towards China was friendly, but it was not incompatible with friendliness to insist that Pekin should fulfil its treaty obligation to protect American lives and property. He said that he was impressed by the apparent general disintegration'of China, which now consisted of six divergent Governments, not only independent of Pekin but distinct from each other, Mr. Schurman mentioned Chekiang's imposition of a surtax on foreign cigarettes, which was an unlawful impost. He also hinted that foreign flotillas may be. necessary there as at Canton.
