The Moscow correspondent of the "Daily Express'" reports that'M. Kvassin. the head of the new combined Foreign Internal Trade. Department, says the first aim is to place Russian grain in foreign markets.. The Soviet is -establishing a new State Bunk to deal exclusively with fowign trade. v
