FOMENTING THE TROUBLE.
(PUBLISHED IN THE TIMES.)
LONDON, 6th July. A special article by "Labourite" refers to the menace of Communists, who are striving to exploit the dock strike. It declares that if the Communists did net instigate the strike they were very early in the movement, and zealously helped to spread it. Their him is not only to make the strike as widespread as possible, but to involve other unions by advocating sympathetic action by interpjotihg '"b?acklegging" in a most comprehensive way.
