MOSCOW, Bth July
An important political alliance of the seven Soviet republics—Russia, Ukraine, White Russia, Transcaucasia, Azerbaijan, Georgia, ' and Armenia —is announced. Moscow will be the capital, and Lenin President of the allied council, v/hich will deal with foreign policy, the army and navy, finance, and trade.
