The Moscow correspondent of the "Daily- Express" reports that a United States of Russia was created on Friday, when the assembly representing the Soviet and Eepublics adopted a new Constitution, and elected the fir3t Government as follows:—

. President, M. Lenin; Minister of Foreign Affairs, M. Tchitcherin; Minieter of War, M. Trotsky; Minister of Foreign Trade, M. Krassin: Minister of Railways.. M. Dzerzhinsky; Supreme Kconomic Council, M. Rykoff and M. Sriiolii?koff: Minister of Labour, M. Schmidt. Under the Constitution, supreme poweris vested in the Federal executive committee. There will be two Houses. Firstly, the Council of the Union, chosen according to the population of each reTmblic; secondly, the Council of .Nationalities, composed of five members from each republic appointed by the respective State executive committees. The new flag will have a crimson' eround with a star in the centre .displaying the globe, and containing a hammer, sickle, and the motto, "Workers of the World, Unite." (Received 9th July, 11.30 a.m.) MOSCOW, _Bth July. M.. Radovsky, former President of the Ukraine Government, will succeed M. Krassin as head of the London Trade Delegation.
