SENATOR MILLEN'S REPORT

MELBOURNE, This Day.
Senator Millen announced that the stipulations of the Sydney seamen were that Walsh must attend the conference!, and that, there must be no reference of the dispute to tho Arbitration Court. This had deferred a settlement, but he was still hopeful tlmt the strike would be concluded. If the Sydney branch insisted on stipulating conditions at variance with an agreement recommended by the conference he would not be warranted in indulging in a hope for settlement much longer.
[The conditions of settlement of tilio seamen's strike, as recently set out, are as follow: — (1) If the seamen go back to work and Admiral Clarkson reports to tho Government that the ships are manned the Government will at once arrange a. conference with the union as to the demands in the log and as to tho addition of some bonus, and every endeavour will be made to reach a bona fide settlement. (2) As to the matters agreed' upon at the conference, the president, after reference to the Arbitration Court, will certify and file an agreement under section 24. (3) As to the. matters not agreed upon by the conference (if any), the president, after referring them into Court, will exercise his powers of conciliation and arbitration. (4) The decisions of the conference and the Court shall be accepted by both parties. (5) The award shall be retrospective to the date of resumption of work.]
