GERMAN ARMY
A CONCESSION TO RANTZAU.
(Received June 3, 11.30 a.m.) PARIS, 27th May (delayed). As a concession to Count Rantzau the Council of Four is likely to increase the German army to 140,000, the figure originally suggested. Marshal Foch has approved. The American troops are to be reduced to a 100,000.
