Mr. 'Austen Chamberlain, ftpeakihg at Birmingham, commented on the deterioration of the House of Commons. Th© closure, he said, made it impossible for members to exercise real preesuro on Ministers whose benches were empty. The debates were unreal, and they, lessened the respect for Parliament. The threatened danger of representative institutions was growing, and there was an inclination to question the sanctity of the law.
