His allegiance will in the first place be to private effort and individual rivalry ; in tho second, to municipal rather than syndical powers. He is no agitator. What is an agitator ? An unorganised human unit having its brain in its belly ; his head made hollow for phonocamptic purposes ; and the quantity of its* moutlyng an invert of their qualify. Of cour&a he is a Socialist, as most men are, as a worker in unity for the common good — not, like the few, banded to force a selfish division of unearned spoil.
