The Tramways, I consider, should bo made to pay, but at tho rate the suburban sections aro '■being thrown out, they aro being made to lose. Rates arc heavy enough now, but they aro nothing to what they will be if there are a few more Wadestown lines built. No one in authority ever dreamed that this line would be anything but a heavy burden for the city to carry, yet the influence of land syndicates was strong enough to carry a poll, and the lot were weak enough to carry the work through. STREETS. I favour cutting down the ornamental unit and putting our energy into perfecting the practical. Uis good to have fine parks and beauty spots for Sundays and holidays. It is better btil) to have clean, dustless streets where we spend sixsevenths of our time. I would cut down the reserves estimate for a time and put it into street-cleanmg,«fa\'ouring a steady wood-block and surface-tarring scheme. ACCESS TO KILBIRNIE. I am not in favour of a second tunnel through Mount Victoria. What could and, in my opinion should be done, is to widen the present tunnel in sections. This could be done, at some little inconvenience, fifty per cent, cheaper than boring a new tunnel, at the same timo meeting the desires of all interested. RATES. As the city has not had a revaluation in rates for nearly six years, and the valuations then made were perched on, "boom" prices, I would favour a new valuation altogether. Values have certainly receded in Wellington during the last two years (Island Bay and Lower Hutt as much as forty per cent.), yet the old erroneous values deceive the eye on the valuation papers. The revaluation may not mean a reduction in rates, but it will make for honesty in values. I favour the encouragement of Municipal music, local industries for Council supplies, throwing open the baths from dawn till dark (in season), setting up a superannuation 6cheme for municipal employees. I am not in favour of patronage and influence being exerted to gain employment in the Council, or the employing of inopts when good men may- be had for i the same money. lam not in favour of "in camera" meetings when it is possible to avoid them ; iho suppression of details regarding tenders; of jerry-building such as is to be seen in some of the suburbs, or in unduly harassing those who aro building honestly. I advocate _ cutting up into suitable building sections portions of the Town Belt at South Wellington, and leasing same to eui;£risle tenants, the rent to be earmarked for the development and beautifying of the rest of the helU This barren eyeaore can be made an eye-rest by a reasonable scheme embodying the above idea.
