FRANCE.
It is rumoured that Government propose sending 10,000 tnops to Mexioo, to crush Juarez ; but it is reported that Seward sent a despatch to the French Government that the United Stales cannot recognise the Emperor Maximilian, either now or in future also declaring that the Monroe doctrine will be adopted as the foreign policy by the Washington Government. The French and English ironclad fleets are to visit tiie coasts of both countries, then to assemble at Plymouth, at the suggestion of Napoleon.
