The Legislative Council Appointments Cancellation Bill was read a second time. Thursday, July S3, Hon J. Bai/lance gave notice to introduce a Payment of Members Bill. ; How J. G. Ward said Government intended to, rentjw the San Francisco Mail Contract for three years. The Cbristchnrch District Drainage Bill and Christchurch City Reserves Bill were read a third time, and passed. The Canterbu»'y Society of Arts Reserve Bill and Auckland Harbour Board 1 Empowering Bill were passed through Committee, read & third time, and passed. The Oamaru Harbour Board Loan Act was read a second time. In the evening the debate on the Licensing Act Amendment: Bill was renewed, and the motion for the second reading was lost by 28 to 21. TheSOla?o University Bill was read a second time. The; Municipal Fire Insurance Bill was lost on the second reading by 32 to 15. The Book Purchasers Protection Bill passed its second reeding, as did the Fripndly Societies Act Amendment Bill.
