THE HOSPITALS AND CHARITABLE INSTITUTIONS ACT AMENDMENT BILL
This measure, brought down by ihPremier, contains 16 c'aus n s, and is aHi 1 to sonidenvnt the Act passed in the last session, and to remove doubts as to the administration thereof. Clause 2, in relation to destitute children, declares and defines the liability of dist.net boards as to their maintenance, and (jives power for the raisins' and supplementing of oontiibnturns to cover the cost whoa provis on has not be n oiade for the purpose. Clauses 3 and 4 increase the subsidy to 24 1 per L on voluntary contribu iona, and on moneys levied by a general i ate, but appoints Ll only as the subsidy if a special n't is levied. Grants from I'cal authorities to separate institutions are to be subsidise! as entailing a double subsidy from the con soli tated fund in respect of the same amount. Clause 5 permits advances on account of subsidy in anticipation of collection of revenue by any institution. Clause 6 authorises the payment of s ilanes and travelling expenses. Clause 15 is in substitution of section 82, which was inoperative. The Pubic Reserves Act, 1881, docs not nnthotisa the granting of any reserve, and this clause carries nut the original intention of ihi Legislature. The other clauses of the Bill consist of technical amendments.
