' The German- Government have (says ( Spectator of ID May) taken strong actir against the dynamirards. Under the p visions ot a Bill submitted to the Kode Council, all manufacturers of explosives dea'ers in them are required, undera pen a of two years’ imprisonment, to take on police license. Any persons who, by nsi such explosives, cause b jury to propei will be liable to five years’ penal serv't.ui and if death ensues to penal servitude life ; while, if they had reasonable cause believe that death would ensue, they may executed. The Bill is consideied certain pass the Reichstag,and it will be executed German Courts with all necessary vigi public feeling being highly excited bv i danger to innocent persons Severe as t Bill is, there is no moral objection 'o its pi vision ; the man who uses dynamite assa-sinate casual persons being rather ou guilty than the man who uses poison to i move his enemies. It is to be i gretted that the Governments Jo not s their way to the total extinction of the n of dynamite. We got along very well wit out it, and if the secret of its rnanufactn were lost by aU countries alike, the woi would suffer nothing.
