It has bneu ascertained that m some cases people do not appear to readily understand tho Notices of Assessment forwarded to them. Postmasters an-1 Assessors will no doubt he applied to for inhumation, and this memorandum may assist them in giving an explanation, if they would bo good enough to give it their careful attention. “ Local Rating : Rateable Value of the Property.”—The figures in this column represent the Assessor’s estimate of the capital value of tho property, irrespective of any lease or encumbrance Local rates will be levied on this valuation in all districts, excepting those boroughs m which “ The Rating Act, 1882,” has not been brought into operation, and in tho-ie road districts, &c., that take tho skeleton rolls and appoint their own valuers. These figures ai o given in the notices to tenants of properties in such boroughs and road districts in order to let them know upon what amount tiny would be called upon to pay should the property-tax valuation bo adopted tbo next or following year. “ Property-Tax : Valuation of owner’s interest.”—Tlio figures in this column arc the same as those in tho first, excepting where an existing lease decreases the saleable value of tho owner’s inter est. In such a case the figures give the Assessor’s estimate of tho value of tho property subject to tho lease. “ Property Tax : Valuation of tenant’s interest - ” —Tho figures in this column g’ve tlio Assessor’s estimate of the saleable value of the tenant’s goodwill in a lease. The first and second columns are used with respect to a property of which tho perS'>ii addressed is the owner Where a tenant has no saleable goodwill in a lease the first column only is used in tlm notice sent to him. Where tho tenant has a saleable interest in a lease tho first and third columns arc us"d. Those Notices of Assessment give in all cases tho Assessor’s estimate of value, and must not bo taken as in any way affirming or rejecting tho values set down by owners in their statements for these have not been compared with Assessor s values, time not having permitted this to be yet done. Objections aro to bo sent in prior to tho dace stated on tho notice. Answers to objections will bo sent as soon as possible, and some limo before tho sittings of the Beards of Review, of which public notice will be given.
