Special Meeting, Deoembeh2l, 1882. Present: Os. M. J. Macginuis, Chairman; Maokellar, Pitches, Jolly, ami Colclough. The Acting Clerk read schedules of inward correspondence, also outward, of which the followin were read. To and from Bank of New Zealand respecting the continuance of overdraft of £SOOO up to March, 1884, from which it is understood that the Bank of New Zealand will only grant the concession asked for on the condition that the Council give a guarantee that the sum of £3OOO, Balance of sura granted By the House of As embly in favor of the Alexandra B -idge. The Chair man said, though direct application had been made for this£3ooo,orforan assurance that it would he given, no reply had been received, and accordingly there was a deadlock with the Bank, and no further advances would be made. Or. Maokellar said il he understood mat* ters rightly, the Bank agreed to give accommodation up to March next to the extent of £SOOO, and from then to March 1884, to the extent of £2OOO only, and it reso'ved itself into the question as to whether the C nncil would accede to the demand of the Hank, or would they go to any other bank for assistance. Just at the time a telegram was placed in the hands of the Chairman from the Government to the effect that the £3,000 balance would b« pai'l immediately the first loan was effected, and that no further assurance coiifd be given. A long discussion ensued, resulting in a resolution that the Chairman and Treasurer wait on the Bunk of New Zealand to make an arrangement for liquidating the present li ibi'ilies, and failing to make that arrangement, to go to some other bank. Cr Colclough raised bis voice and spoke against the power given to the Chairman and Treasurer being other hut a temporary one, and eventually tab'ed an amendment to insert the word tempo, ary, which on being put, was Ins* - . Cr Colclongh then entered a written protest against the uower granted to the Chairman and Treisnrer. The Treasurer said he desired to enlighten the Council on the lelative position of the Council, and the c’e'k so far as was known as yet, and suggested that the inhumation be received in Committee ; this being agreed to the Council retired into Committee. ■ On resuming, toe Chairman reported that the deficiencies of the clerk so far as yet known, amounted to L 476 16r 81. and further reported that the tend.r of Patrick Thom is, for Contract No. 3, repairs to Macandrew Bridge, be accepted. Letter from Mr R. Stewart, Rabbit Inspector, notifying that the Government bat instructed him to call fc - tendeis for clearing of the Clyde and Cromwell Commonages of rabbits. Letter from Mr W Masters, stating tbit as by advertisement in the Dvnstan Times the contract entered . into between him and the Council for clearing the Clyde Commonage is about to be broken off, and offering to throw up the contract for the sum of Lloo.—Letter were received. The Chairman asked what course he had to pursue with respect to receding skins from the existing contractors. —Authorised to receive them.
