VINCENT COUNTY COUNCIL

A statutory meeting of the Council hold in the Council Chambers, Clyde, on Wednesday the 14th inst, at 2 p - ra. Present: Crs. Colclonch, in the chair, McKellar, Jolly, and McPhail. The Chairman explained that the business of the meeting was to pass the annual balance sheet, bnt as the auditor, who was

now engaged auditing, had not completed, the Council must stand adjourned. On a a motion the meeting was accordingly adjourned till 9 p.m.

A duly convened special meeting was now opened. Present: Crs. Cololough. in the chair, MoKollir, Jolly, MoPhail, McGinnis, and Welsford. The Chairman said the first business was reading minutes ot previous meeting, an I called on the Clerk to do so.

Crs. McGinnis and Welsford rose and said as in their opinion any business done with Or. C Iclough, in the chair would bo illegal they must decline to take part, and would protest against any business being done. A written protest was then handed to the clerk.

Cr. McKellar said as no possible harm could accrue to either of the Councillors protesting, or to any contention, they can have or make by taking part in the proceedings, he would ask them to remain and give their assistance and advice in the transaction of the business to be dealt with. In reply to a question Cr Colclough said that he had not been served with a writ of quo warranto at the suit of a ratepayer against him holding the position of Chairman.

Or. Mckellar said ho had heard a great deal about this writ, but nothing coming of it, he was led to believe that it was a bogey raised with the view of frightening Cr Cololough and the northern members, Cr Colclough had the chair, and he was entitled, to hold it, and ho should much wish that Crswould take their seats and proceed with the business.

Cr J dly said the who’e discussion was very irregular and would ask the Chairman to proceed with the business, Crs, McGinnis and Welsford then left the chamberThe business was (ben proceeded with, (including the reading and confirming of the minutes and ho consideration of correspondence) until 9 p.ra., when the business of the Statutory Meeting, the reading of the halt yearly and yearly balance sheets, was proceeded with. The reports being received and adopted and ordered to be printed, the Special Meeting, was rearmed and continued til 12. 30 a.m. when the meeting was adjourned till 9 a.m. the f dlowing dav Thursday. The special meeting was resumed and the whole of the business on the order paper got tbrout/h by 1 o’clock p.m., when the meeting closed. The limited time at our command precludes us giving a report in detail of the meetings in this issue, in our next it will appear.
