BRITISH AND FOREIGN An extensive seizure of arms was made on Jan 5 by the police of Kilrush, in Clare, Ireland. Tho Daily News publishes a statement to the effect that the French Government repudiate the reported annexation of Raiatea, one of tho Society Islands. Obituary- Ralph Bernal Osborne, the well-known politician, aged 08 ; and Prof. John William Draper, tho American scientist, aged 71.
It is announced that Arabi Boy has been appointed Under-Secretary for War in the Egyptian Ministry. The case for the defence of the prisoner Guitcau closed on Jan 5.
Another large Liberal gathering occurred on Jan Cat Birmingham. Messrs J. Bright and Chamberlain were again present, and addressed the meeting. In the course of their speeches they alluded to the intentions of Government during the approaching session of Parliament, and announced that after the question of tho reform of the procedure of the House of Commons had been settled, Bills for the reform of English land laws, assimilation of county to borough franchise, and for other objects, would be intromieed by Government. A circular has been issued by the United States Government to the Republics of Central America and South America, inviting them to send delegates to a convention to be held in Washington in November next, for tho purpose of conferring on rhe subject of their common interests and for tho adoption of guarantees against Foreign Powers meddling in their affairs. Tho relations between Turkey, Austria and Germany have lately assumed a most friendly tone, and the growing entente between the three Empires is daily becoming more marked.
The negotiations between the English and French Commissioners for the conclusion of the Anglo-French commercial treaty have norv been finally broken off, and Mr Cross, the British delegate, has returned to London. The Paris papers in the leading articles on the subject of the termination of the negotiations, profess anxiety that a treaty should be concluded between England and France. It is understood that the Anglo-French identical Note to the Khedive, guaranteeing the maintenance of order in his kingdom, chiefly aims at preventing of further interference on the part of Turkey in Egyptian affairs.
The elections to the French Senate, which have just concluded, show again of twentytwo to the Republican party. Considerable excitement was manifested during the elections.
