BRITISH AND FOREIGN LONDON, August 25. Intelligence is to hand from Ireland announcing that serious rioting has taking place at several towns in the County Limerick, between the police and the people. August 26. Heavy rain continues to fall throughout England, and is causing severe damage by floods. It is, moreover, proving most disastrous to harvest operations. August 27Parliament was prorogued to-day. The Speech from the Throne commenced by stating that England’s relations with every Foreign Power were of a cordial nature, and then went on to allude to the settlement of the Greek frontier question ; the assurances made by the French Government regarding its actioh toward Tunis and Tripoli ; the conclusion of the Transvaal Convention ; the pacification of the Basutos; and the withdrawal of the British forces from Candahar. The Speech said Her Majesty did not fear that the contest now proceeding between Ayoub Khan and the Ameer would disturb the peace of England ; and added that the latter’s friendly offices towards the conclusion of hostilities would be used wnen an opportune time arrived. Negotiations .between England and France for the conclusion of a fresh commercial treaty had been broken off, and stated that Government was desirous of using its best efforts towards the satisfactory conclusion of the difficulty. Referring to the Irish Land Act, the Speech expressed the hope that it would prove a benefit equal to the care bestowed upon its consideration by the Government and Parliament; at the same time, regret is expressed at the absence of various measures from the session’s work. In conclusion, it is hoped that the condition of Ireland may improve, and enable Government to dispense with or abate the special provisions which have been made for the suppression of disorder in that country. CALCUTTA, ..August 25. Ayoub Khan is again making overtures to Abdur Rahman with a view to the suspension of hostilities. August 26. The Ameer has received a strong reinforcement to his troops at Khelat-i-Ghilzai, where ho is now concentrating prior to marehing against Ayoub Khan. Auuust 27. Ayoub Khan is now dividing his troops, and sending money and arms to Herat, with the object of obtaining further reinforcements. August 28. Ayoub Khan has completed the concentration and equipment of his forces, and will to-day march against the Ameer at Khelat-i-Ghilzai. NEW YOEK, August 26. President Garfield has suffered a serious relapse, and is much worse. Alarming symptoms have appeared, and the worst is now feared by his physicians, who hold out but little hope of the President’s recovery. Hartmann, the Russian Nihilist, has made application for letters of naturalisation as an American citizen. August 27. President Garfield’s condition is unchanged, but his case is considered by his medical attendants to be now almost hopc- ; less. August 28. !
