Capetown", March 21sfc. ft is announced that Sir Hercules Robin- ■ son will be one of the members of the Royal Commission on the enquiry into the demands of the Transvaal Boors. Telegrams are to hand to-day from Natal reporting that the armistice between the Boers anil the British troops which expires to-day is to be prolonged for Janother fortnight. The requirements of the conditions of peace that the Boers should surrender their arms is the sole difficulty in the way of a complete understanding for cessation of hostilities being arrived at. March 2nd. The Royal Commission of Inquiry into affairs at the Transvaal will ho composed of the following members :—Sir Hercules Robinson, Sir Evelyn Wood, and Sir John de Villiers, Chief Juslice of Cape Colony. They will proceed without delay to Heidelberg, in the Transvaal, and will there hold the Commission. March 25th. The conditions of peace which have been arranged with the Boers are receiving mueh criticism and censure at the {hands of the Press and public of Natal and this colony, and considerable discontent has been expressed with the terms granted to the Boers by the British Government. March 2Sth. News his been received to-day from Basutoland reporting the resumption of hostilities between the Basutos and Colonial Forces. A severe battle lias been fought between the latter under Colonel Carrington and the enemy, but without decided success to either side. Colonel Carrington was somewhat severely woundol during Hie light. Sir Heron'es Robinson made a speech to-day, in the course of which lie said there was every prospect of permanent peace being secured in the Transvaal.
