J Sir,—As. an impression has gone abroad that the raising of a loan for County works will make it necessary to raise'a’speeial or extra rate, to pay interest and principal, allow me, through yoor colums, to say taat there is not only no foundation for such a statement,"but that the Counties' Act does not permit any special or extra rate to be levied for such' purposes in the case' of a general lorn such as is proposed.
