THE BASTERN QUESTION.
CoNSTANTiNopce, October 29th. News has been received that a messenger dispatched to Dulcigno by Rica Pasha, -commander of the Turkish forces, has been murdered. The act is attributed to disaffected Albanians. The 'Greek array has been placed on a warfootin t, aud the people are in favor of insisting by force of arms upon Turkey ceding the territory demanded by Greece in accordance with the recommendation contained in the tr»atv of Berlin. •London, October 2nd. The difficulty raised with regard to the •cession of Du cigno has been overcome. The proposals advanced by Turkey for an alteration of the boundaries of the territory to bo ceded were declared by the Powers to be impossible, and pressure being brought to bear, the Porte has yielded, and arrangements have been made for an immediate surrender of the town. [special to “ arous ] Constantinople, October 23rd. Great efforts have been made during the past few days to overcome the difficulties which have been raised by the Turkish delegates at Cettinge regarding the cession ■of territory to Montenegro, and the ambassadors of the Powers have been endeavouring to induce the Sultan to give definite orders for the surrender of Dulcigno and the districts of Grudd and Dinosah to Montenegro, in accordance with the undertaking formally given in the recent note of "the Powers. The Ambassadors of Germany, Prance, and Austria have taken an •important part in urging this step on the Sultan, who has in consequence repeated bis orders to Riza Pasha, who is in command of rhe Turkish troops, to complete the cession of the territory within a period of five days. Beyond this order no advan -p has been made to wards the settlement of the difficulty which has arisen among the delegates at Cettinge with regard to the mo le of eff.-cting “tha. transfer ■of Dulcigno. Details of the surrender hive not therefore been arranged.
