BRITISH AND FOREIGN. (From Exchanges.) London-. August 30th. In the House of Commons to-day Mr Parnell made a speech, in the course of which he promised to use his influence to prevent outrages in Ireland and ensure order in that country. September Ist. In the House of Commons to day a debate took place relating to Africa. The British Government deemed it undesirable to press confederation on tint country against strong local opposition. Parts, August 30th. All the Jesuit schools and other establishments in France have now been closed in compliance with the decrees of the French Chambers.

St. Petersburg, September Ist. Negotiations have been opened betweenRussia and China for the purpose of sign ing a treaty of peace. PARIS, September Ist. The leaders of the Jesuits have offered to secularise their colleges and other establishments, and declare that they will abstain from mixing in politics. Their proposals have been accepted by the French Government.

Constantinople, September Ist. The chiefs of the Albanian League have telegraphed to the Sultan that they will resist to the host extremity any cession of territory to Montenegro, Calcutta, September Ist.

Intelligence has been received here that General Roberts has arrived at Candahar, where ho has joined tho troops under Generals Burrows and Primrose. Ayoub Khan remains with his army at Arghandab, 10 miles to the north of Candahar, and has sent a messenger to the British camp to endeavor to negotiate terms of peace with the British. Later intelligence has just been received from Candahar that a difficulty has arisen, and that negotiations for peace have been broken off.—General Roberts has decided to attack Ayoub Khan at Arghindab to-day. London, September Ist. Large withdrawals ot gold are being made from tho Bank of England for North America.

September 3rd. The combined fleet has sailed for Ragusa.

In the House of Commons Sir Charles AV. Dilko, said that Admiral Seymour will take command, but will consult other commanders on questions that may come under dispute, owing to their combination being of a political character.
