(By Cable.) (From our Dunedin Exchanges.) London, July 8. Ministers have confirmed the conclusion of a treaty with Turkey. Congress continues. While Russia retains Batoum, Ardahan, and Kars, the Turks promise reforms, and England is to occupy an! administer the Government of Cyprus forthwith. Major-General Sir Garnet Woiseley, K.C.8., has boon appointed Governor.
