—o— The annual Meeting of the subscriber* was held in the Library Hall, on Monday evening last, a very limited number being in attendance. The Rev. J. Dewe haring taken the chair read the report of the retiring Committee ; also the Treasurer’s report as follows ; Gentlemen*.— ln laying tho annual report of the Clyde Public Library before )on your Committee have also to suggest an important alteration in its constitution. They cannot help feeling that there has not been that interest felt in the well-being of the Institution by the Inhabitants of Clyde, which there ought to have been. Ninetyfour new hooks have been added to the Library by means of a subsidy granted by. Vincent County Council The Education lioard have no funds under the present Act to subsidise. An Act has, however, been passed during tho last session of the Assembly which empowers the Colonial Treasurer to apportion the grant to Public Libraries to tho Education Boards of the various Provincial Districts, to he distributed by them to Libraries in proportion to the amount of voluntary subscriptions. There is this proviso, however, that the Library shall he open to the public free of all charge. But no person subscribing less than 5s per annum shall be allowed to take bonks away from the Library. Your Committee would call your attention to their proposition to take advantage of the Act, No. 83. 1875 an A ct to confer powers on Pnblic Libraries. By that Act power is given to a Public Library to become a corporate body—that Corporation becomes able to hold property in trust for the Library. The whole of the subscribers are members of the Corporation. They elect, at their annual meeting, a Board of Directors or Trustees for the ensuing year, who are empowered to make byelaws for the carrying on of the Institution, and act generally as a Committee acts. At the annual meeting the members choose also their librarian, treasurer, secretary, and any other officers they may see fit. There is to expense incurred in becoming incorporated beyond the filing of a declaration of the wish of the Committee to become so, before the Registrar of the Supreme Court, which must be done personally by one of the subscribing parties. Your Committee would suggest that seven Trustees he chosen and their names sent in to the Registrar, so that any property which may he vested in them may be utilized for tho benefit of the inhahitdnta of Clyde. . Proposed by Mr Simpson, seconded by Mr Clark—That the following gentlemen bo elected the Committee of tho Clyde Library, for the ensuing year Messrs B. Naylor, V. Pyko, G. Fache, VT. Auckland, I S. Wclsford, F. J. Wilson, and A. Joss.— Carried.
Proposed dry Mr Simpson, seconded Viy Mr Fache—That it lie a recommendation t« the new Committee to take advantage of the Act of 1875, and incorporate the Clyde Athenteum ; also to come under the Act of 1877, so as to receive subsidy from the Education Board. Mr Naylor was elected Treasurer, and Mr C T Fache Secretary and Librarian pro tc in. The meeting '-hen separated.
