(From our Dunedin 11 xchanges.) London, March 11. French Cabinet Councils are being held. Mr -Gladstone will not be a candidate at the next general election. England nod France have accepted the proposals for a peace congress to he held at Berlin. The Austrian Minister for Foreign Affairs, in asking for a grant ot sixty million florins, said Austria must demand of the peace congress that a limitation of the results of the war should bo deflned, whereby European and Austro-Hungarian interests remain uninjured. Any single Power attempting a solution of the difficulty must bo prepared to'meet a European condition. Thq Australian January mail via Brindisi was delivered to-day. It is semi-officially stated from Vienna that war is regarded as inevitable when Russia submits for consideration at the European Congress the whole of the conditions of peace. All the Great Powers have accepted the proposals for a congress at Berlin. Encland demands a commission to settle the affairs of Greece. . Anti-Russian meetings continue to be held in Hyde Park. Mr Gladstone retires from the representation of Greenwich at the general election. There has been a change of Ministry at Quebec, Mr Jolly becoming Premier. By tho burning of a steamer at Cape Elia' 500 Circassians perished. The Hungarian Delegation has agreed to grant 60,000,000 florins for war purposes. Russianttrenps are moving on Constantinople. Tho Chancellor of the Exchequer, replying to a question, stated that-the Government had no information that Russian troops were fortifying Bnlair, hut had he ird that they were still distant 12 miles from it. The Tanjorc arrived at Oalle to-day. The Italian Ministry has resigned. Carios, the new President of the Chamber, is trying to form a Cabinet. Count Audrassy repudiates the occupation action scheme. It is probable that England and France will take joint action respecting Egypt. Tho 'Western Powers are supporting the admission of Greece to tho Congress.
