CLYDE BOROUGH COUNCIL.

The usual monthly Meeting of the Council was held in the Council Chambers on 'Tuesday evening, the 9th instant. Present B. Naylor, Esq., Mayor, and Councillors Welsford, Joss, Auckland and Beck. The minutes of the previous meeting were read and confirmed. The outward correspondence, including letters to the Hon. John M‘Loan, drawing attention to the unfinished state of the road from Butcher’s Gully to Clyde, and to Mr Tyrrell, were read and adopted. The inward, from Mr Pavcells, applying for position of Toll Collector on the Bridge, was read and received. The Town Clerk was instructed to inform Mr Parcells that the Council do not meditate removing the present holder of the position. The Mayor stated that he understands the Government have ordered the outlay of L3O on the road, and that if judiciously expended it will suffice to make the road available. He was not aware, however, under whose supervision the money was to be spent. Tho Valuation Roll under tho Rating Act, 1577-8 was laid on the table. The total rental value of tho property in the town being L2CSS 10s, as against LSfi 17 10s of the past year. A general examination of the roll was made, when the expressed opinion was that as a whole the valuation was fair and reasonable ; it was, therefore, after much discussion, resolved—That the Valuation Roll for the year 1877-8, as prepared in conformity with tho Eating 'Act, be allowed. The Town Clerk was instructed to insert the necessary notices in reference to the Roll in tho Duxstan Times, in accordance Section 12 of the Rating Act, IS7G. Accounts amounting to L 32 ISs 2d were passed for payment. The Mayor said ho had a suggestion to make, and would hope to be fairly heard out. The idea had suggested itself to him to merge the Borough into the County. It was true he had not so thoroughly mastered the question as to be able to advance any arguments specially in its favor, or against it; he had merely ascertained from studying tho new Municipal Act, 1870, that it was in tho power of the Council to petition to be merged into the County So far as tho question of profit or loss to either the Borough or the County ha looked upon it the advantage would be mutual; the County would, at merely the cost of tho Bridgesome 15000—become possessed of tho bridge, 'the whole of the Borough buildings, properties, and water rights, which latter could not bo reckoned at loss value than L2OOO, while the Borough would only be relieved of a debt of LJiOOO. Considerable discussiohhore ensued, some members of the Council speaking strongly against, and others as warmly in its favor. Cr Welsford said he most stronglyobjected to merge into the County. Cr Joss thought, before anything was done,‘every information should bo obtained, also the views of the ratepayers in the town should ho ascertained. It was eventually resolved that the Town Clerk draw up a petition and obtain (he signatures of all ratepayers agreeable to tho merging of the Borough into the County. Cr Beck asked if any arrangement had been made for the redeeming of the Bridge debentures from the Batik of New South Wales. Resolved—That tho Mayor and Crs Auckland and Beck wait on the Agent of the Bank of Now South Wales aud arrange, if

possible for an extension of tune for the payment of Bridge Loan. Resolved—That in future the meetings of tho Town Council be hold on the lirSt Tuesday in each month. Resolved—That at all fntilro meetings the Town Clerk lay on the table a statement of assets and liabilities ; also statement of Weekly receipts from the Bridge. Thu Town Clerk said tho total amount received from tho Bridge was L 155 lls (id, or at tho rate of nearly L 6 per week. Resolved—That the Town Clerk give notice to ilostie and party that after the expiration of 14 days from date ; the charge for tho use of the Corporation water will bo 20s per week, and that fourteen days’ notice on either side will bo necessary to terminate 'the agreement. Tho duty of the Inspector of Nuisances not being considered as satisfactorily performed, resolved, That an application be made to appoint Constable Picrpoint Inspector of Nuisances. A voto of thanks concluded the meeting.
