Sm, —Tho new system is being iuaugu-, rated, and it is to be hoped that some of the abuses which existed under the old one will be done away with. In no case does money appear to Lava been more recklessly spent than on the roads of tho Province. A number of men have been employed on day wages filling up ruts with the mud which the passing waggons had ploughed out, and which tho next one would plough out again. It is impossible to say how much money has been thus wasted, but it is to be hoped that wo have seen the last of it, and that a very different system will be adopted in the future. A g-eat deal Will depend on the Engineer or Surveyor selected by the Council, and the Council would act wisely in pil ing a liberal salary, so as to secure the services ot r. Thoroughly competent man who will ba likely to do his duty firmly and fairly to all parts of the comity alike. Both the Engineer and tho Clerk should be liberally dealt with in the matter of salary, as on them devolves the'greater part of the duties to he performed. Some people are beginning to regret the decease of Provincialism now that taxation is approaching raoro closely, but they may -comfort themselves with the reflection that taxation would have come whether Provincialism went or’ not, unless they were prepared to ilo without roads and bridges. There can be no doubt but that these outlying districts, however it may be with the more populous parts, but as they aro well able to help themselves wo need feel no trouble on their account. Wishing the new system may prove as beneficial to this Colony as it has already done to the other Colonies in which it has been tried,—l am, etc., C. S. Ophir, January 6, 1877.
