CLYDE TOWN COUNCIL.

A meeting of the Council was held in the Council Chambers on Wednesday evening, the27thinstant. Present—B. Naylor, Esq., Mayor, and Councillors Welsford, Joss, and Cox.

The minutes of the previous meeting, hell dn August 23rd, were read. In reply to a question by Cr Welsford, the Town Cleik, on reference to the minute bonk, said the last general meeting of th° Council was on June 7tb, but thift there bad been a number of special meetings held since that date.

Cr Welsfonl then said he was aware the’e had been special meetings, at which special business only had been transacted. The general business of the town had been neglected and he could not but think great blame was attached to some one.

The Mayor said the meetings in due course had been convened, and had lapsed for want of a quorum ; the fault was entirely that of the Couifcillors, who had failed in their duty. With the exception of hut one meeting he had attended, there was no blame to be attached to him. The minutes were then confirmed.

The inward correspondence, consisting of the following letters, was read and received. From the Directors of the Flour Mill Company, stating they Were prepared to build the flour m'll within the boundary of the town if the Council would allow them the use of the Corporation water race as a motive power.- From Cr A, Moore, tender* ing his resignation.— From Mr R. West, wood, asking for a reduction of the Bridge tolls in his favor.—From M- J, Patterson, complaining of the annoyance and loss he sustains from goats and the horses of waggoners who are allowed to camp within tips town boundary.—From the Manager of the Bank of New South Wales, giving notice that the Bank will, place tho Bridge debentures in the market in -'six months according to agreement,, if,the and interest is not arranged for.— From T. Far-

gtis, Esq. . District Engineer, jicooiupaoylng ccrtilicato, of thq Bridge and account for services ronditofl, travelling expenses, etc. —From Visiting 'Commltto of; tlnVDunstah District Hospital, stating that -through a break in the water race no water Was reaching the Hospital.—FromF. j. Wilson, with copy of bye-laws in reference to hawkers’ licenses, ’btc.

The Town Clerk was instructed to reply to the Flour Mill Company stating that the Council have not suflicient control over the water to guarantee a regular supply. Resolved, That the resignation ot Cr Mobre bo accepted, and that the necessary steps be taken to (lll'iip tbs vacancy. Resolved, The nomination take place on Saturday, October 7, and the election on Tuesday, October 10.

Resolved, That the Council decline to make any reduction in tolls of Bridge in favor of Mt Westwood. In discussion on letter from the Manager of the Bank of New South Wales, the Mayor said ho would suggest that the letter lay over till next meeting, and during the interval he hoped the Coimdl would give the matter their consideration. Me said the time had not been sufficiently long sihee the Bridge was opened to tell what it would pay. He did not think the Bank would hurry the debentures into the market though they had given notice. The letter was ordered to stand over till next meeting. Over the letter relative to the breakage in the Wai Puna water race a rather warm discussion took place, during which Cr Welsford objected to the expenditure of any money on tbe race, averring that the cost of maintenance was more than the income, and ho said before any more- money was authorised to he expended the Council should know their position with the Bank. The Mayor said that beyond the LSOQO for the Bridge there was an overdraft of some LIOI odd, and he was informed in an unofficial way that the Bank would not cash any more cheques until the overdraft was paid off. Though hearing this unofficially he believed it was correct. He thought the Bank had acted liberally by allowing any overdraft over the LSOOO on account of the Bridge. The Town Clerk now came in for a good wigging for not having collected the rates, and he was instructed to collect as much as possible by the next meeting, (Wednesday, October 4), and to lay on the table at that meeting a list of ail whose rates are in arrear. Ho was further instructed to impress on the minds of all that proceedings will be taken to recover all arrears not paid by tbe 4th prox. The Committees, as follows, were now elected : Crs Cox, Beck, and Joss, Public Works, and Crs Welsford and Hastie Finance. Messrs M’Connochie and Camhrida worp appointed assessors for the year 1876-7, remuneration L2 2s each. (During the meeting an alarm of fire was raised, which speedily cleared the Council Chambers). On resuming business Cr Joss said he noticed the fire buckets were in a dilapidated condition. As it was greatly to to interest of the various insurance offices to have good appliances for the putting out of fires he (Cr Joss) thought they ought to bear soma of the expenses. Ho would suggest that the Town Clerk be instructed to write the local agents on the subject. The Town Clerk was also instructed to write to Hastie, M’Nally, and Party for the rent of water due. A vote of thanks to the Chir concluded the meeting.
