Maybury, member for Duugaviii, protested against the oflensive language used by Mr. Newdegate, and accused him of endeavoring to excite religious strife. In a Committee of the whole House of Commons, the amendment to the Ballot Bill proposed by the Government, punishing voters for opienly displaying ballots at the poll, was defeated by 274 to 240. A long and acrimonious debate took pdace in the House of Commons ou the course taken by the Government in regard to the Dublin University Test Bill. The British counter case presented to the Geneva Arbitration Commission on the 15th refuses discussion on American imputations of hostile motives and insincere neutrality. No reference is made to claims for indirect damages. It assumes that the claims are limited to losses occasioned by the Florida, Georgia, Alabama, and Shenandoah ; accepts the introduction of nine other rebel cruisers ; claims that the mere selling of vessels adapted for war to beligereuts was no violation of neutrality ; compil .ins that America has over-strained the treaty of Washington ; the losses which the Arbitrators can take into account are, at the utmost, those specially arising from the capture and destruction of ships; hopes that a frank opien statement of facts,will eventually remove every misunderstanding, The Times urges Parliament to adopt the motion Lord Russell intends to introduce, namely, an address to the Crown, praying for suspension, of proceedings, unless the claims for indirect damage are withdrawn. The Daily News says it is likely that the Gladstone Cabinet will retire in the course of the week, and he succeeded by a Conservative Ministry. The same journal thinks the Government will be defeated on the University Tests Bill, wliich is made a Cabinet question ; in which event a general election may be exploded. The steam-ship Ispahan, from Bombay, with fifty people onboard, issuppioscd to have foundered off Brest. The steamer Weva is reported as having been wrecked in the Malayan Archipeligo. The steamer Rona was sunk by collision off the coast of China. Sixty perso’>s are missing. It is reported that Bismarck has presented his ultimatum to M. Thiers. Hi demands the immediate reduction of the army to 325,500, and hints that, in lascol refusal, Germany will establish a Fiend Government. and Germany is founded ou undeniable facts. The Ship Derry Castle has been burned at sea. Rear Admiral Robert Coote succeeds Rear Admiral Farquar in command of the Pacific fleet. Epsom Races.—The Metropolitan Stakes Handicap was won by Lefevre’s “ Dutch Skater,” bred in France ; Kingcraft, 2 ; St Aubin, 3, Ten others started. France contradicts the reports of unfriendly differences between France and Germany. The Archbishop of Paris and other Clergy have issued decrees promulgating infallibility. A squadron is preparing to bombard Tamatave, on the coast of Madagascar, on account of the illtreatmeut of the French residents. GERMANY. Princess Alice gave birth to a daughter on the 22nd. The North German Gazelle and Berlin News positively deny the truth of a statement made by the London Teleijraph, with regard to the relations between France and Germany. The Augusburg Gazette affirms the correctness of the statements. SPAIN. The Carlist bands are increasing throughout the kingdom, with cries “ Live Charles 7th, Death to Liberals.” Great excitement prevails on account of Rosas the ministerial candidate being elected President of the Cortes by a large majority. Ten thousand insurgents are said to he under arms. Don Carlos is on his way to take command but will be shot if he is found in Spain under arms. The Government is preparing to suppress the insurrection. 1 Advices from the frontier state that Carlists have been victorious, and captured the Carbineers in two recent engagements with Government troops near Dilboa Biscay. ITALY. A fresh crater has opened at Vesuvius ; a stream of lava threatens the villages on the mountain side. The inhabitants are removing, Thousands are camped in the field. The bay is covered with boats filled with spectators. The scene is indescribably grand, and terrible flames sometimes shoot to a great height, while masses of rock are ejected with lava. Earthquake shocks have been distinctly felt at Naples. Six tourists are reported to have been killed. The Pope has received a deputation of two thousand citizens in Homo, and thanked them for their devotion to the Holy Sea. It is reported that the Italian Government arc usurping the rights of the Church. AMERICAN. The Senate Postal Committee have reported in favor of a subsidiary Australian steamship line at 000,000 dollars a year. The New York Tribune of the 2Gth of April says, There is reason 'for a. Statement that the administration has abandoned its attitude on the Alabama question, and that the Secretary of State has written to the American Minister of the Court of St. James, expressing his regret on the misunderstanding which has arisen concerning the claims of indirect damages. Hall’s Arctic expedition was heard from at Greenland in March.
