CLYDE TOWN COUNCIL.

The usual monthly meeting of the Council was held in the Council Chambers on Wednesday the 15th instant. Present, d. Hazlelt, Esq., J.P. in the chair, and Councillors Naylor, Patterson, Welsford and Clark. The minutes of the last meeting, and of special meeting of the Council of the 25th ult. were read and confirmed. Inward correspondence— From the Chief Commissioner of Police, ratifying "the appointment of Constable .j Madigau as Inspector of Nuisances ; from Messrs. M, Lachlan and M ‘Pherson, of Rocky Point, Upper Olutha, intimating their willingness to put cn a punt at Clyde, on condition of the Council making the approaches.' And four other letters were read and received. Outward correspondence- To his Honor the Superintendent, respecting the leasing of the Clyde commonage to the Council; to Provincial.Treasurer, applying for sulraidy due, 1951. 9s. 3d. ; to Mayor of Dunedin, regarding the conference of Mayors, and eight others, were read and adopted. Resolved, —That the Town Clerk he instructed to intimate to Ching and party, the Council have no objection to their constructing a dam at the rear of the Town, but that the consent of the owners of the land must he obtained. Resolved,—That the Town Clerk write to Jules la Fontaine, that the Council decline to allow him to occupy the piece of land opposite Mr. Atkins’as 'applied'for. During discussion on the letter of Messrs. M‘Lachlan and M‘Pherson, remarks fell from the Council to the effect that it was necessary that some steps should he taken to supply an effective and proper punt for the traffic ; the want of a punt to carry river all the traffic, had been a long expressed want, and it was admitted on all sides that the punt of Mr. Donald M‘Pherson was a detriment to the town, inasmuch as it was neither large enough for the traffic, or was it attended'to, ».nd tha unless means were taken by Mr. M ‘Pherson to so remedy this, the application should be entertained. The discussion here closed as it was deemed advisable to consider the letter by a fell Council, and the Town Clerk was instructed to intimate to the absent councillors that the matter would be dealt with on Monday evening next, the 20th inst, at 8 p.m., aud also to inform Messrs. M ‘Lachan and M‘Pherson of the adjournment of the question. The Town Clerk was instructed to reply to the other letters received. The Town ClerkJ stated that the resident Inspector of Police had intimated his willingness to allow the prisoners to gravel the streets if the Council would supply a horse and cart. The Public Works Committee were authorised to arrange for the supplying of a horse and cart. The pollutionjof .the town race was referred to, and the Town Clerk was instructed to write to Mr. Holt and request himto prevent the flow of dirty water from the sluicing claims on the terrace into the race. A discussion ensued relative to the pulling down‘of,the Library Building, it being argued, the rain'from the roof of the buildrunning as it did along the side of the Town Hall was likely to ‘affect the foundation. The Piihlio Works Committee were instructed to bring up a report at the next meeting. His j Worship the" Mayor gave a short resume of thejoroceedings of the’conference of Mayors, held in Dunedin, he said, the conference at first was divided in their opinions, some were for a continuance of the subsidy, others were for ‘the endowing of municipalities with the licenses, the latter was however, ultimately agreed upon and the Provincial Government had consented to bring in a Bill to vest in the Municipalities all the revenues derived within their hounds from Auctioneers’ Publicans’ and other licenses, dog and goat taxes, &c., stipulating the condition that the Municipalities maintain itheir main roads, after they had been formed by the Government. To obtain this result, special deputations from the Conference had waited on the Government, and he had_thc honor of being a member of each. Returns had been obtained of the revenue derived from each Municipality, and he found that Clyde stood fourth on the list, Dunedin being first, Invercargill, second, and Oamaru, third. He said he had conferred with the Government as to the leasing of the commonage to the Council. ; that his Honor the Superintendent and the Provincial Secretary favorably considered the proposition, vnd had said the ■opinion of the Provincial Solicitor should be taken on the matter, and and, if it could he legally done, they would give every support to it. He also said he had (though not a Municipal matter) waited on the Government relative to the Hospital subsidy. ‘The Town Clerk read a letter from Mr. Arthur, latp District Surveyor, received by his Worship the Mayor, to the effect that he was obtaining full information as to the raising of water from the Molyneux by aid of the current, and that, when his plans were perfected, he would write further. A vote of thanks was recorded to Mr. Arthur for his letter, and the meeting adjourned.
