_ The new military scheme of Russia gives her twice as many soldiers as she had before, and provides an army which, on a war footing, amounts to the enormous and unprecedented number of 59,944 officers and 1,653,393 rank and file. Even the “peace” establishment will consist of 30 504 officers and 730,000 men. Mr. Cowles, of the Chicago Tribune , was on his way to Chicago when he heard his office had been destroyed By the fire. Instead of proceeding, he directly returned to New York, and purchased a new plant, with which to resume the publication of his-news-paper.
