The Cattle Plague lias almost disappeared The Emperor Napoleon has returned to Paris in rather better health It is reported that he intends to abolish the usual address in reply to the speech from the throne on opening the Chamber, so as to deprive the opposition of the opportunity of opposing the Government Policy. M. Thouveual, formerly Foreign Minister of Frr.nce is dead. Baron Von Beust, who is personally obnoxious to the King of Prussia, has been appointed Austrian Foreign Minister. It is rumoured that an alliance has taken place between Russia and Prussia, while Italy and Austria are on friendly relations. The Pope has delivered two orations against Italy and Russia, stating he is prepared to leave Rome if necessary. There are rumours of ministerial changes in France. They include the retirement of M. Fould and Marshall Rundon. A Committee has been appointed to study the organisation of the French Army. The French Squadron is .preparing for sea, to bring back the troops from Rome.
