LONDON.
November 24. The negotiations between Ministers and the Conservative leaders for the settlement of the franchise difficulty are not yet concluded. Both parties, however, are desirous of overcoming the present deadlock between the Upper and Lower Houses, and the conference held on Saturday last has resulted in bringing a satisfactory agreement within an approachable distance.
