Replying to questions, the Government said they could not increase the capitation of country volunteer corps the same_ as garrison ; 'the Government were considering the advisability of preventing dealings m native lands until the route of the northern trunk raihvay was determined, and would submit proposals respecting the reservation of land for a distance of ten miles on each side of the route Avhich Avas determined on ; the Government had no intention of introducing a bill to amend the South Island Native Reserves Act; the Government Avere taking steps to have nothing but native coal burnt in Government institutions ; the Government Avuuld not appoint a committee of North Island members to enquire into the best route of the East and West Coast raihvay (Middle Island)—the Government had a bill in hand dealing with the matter ; a bill would not be introduced to impose an import duty on boiled fruit. neav nILLS. Tho Otago Harbor Board Empowering Bill, tho Auckland College and Grammar School Act Amendment Bill, the Hokitika Racecourse Reserve Bill, and tbc Napier Harbor Board Empowering Bill Avere read a third time and passed. SECOND READINGS. The Timarii Market Reserve Bill, the City of Dunedin Leasing Powers Bill, the Wellington Harbor Board Loans Consolidation and Empowering Bill, and the Manukau Harbor Board Bill Avere read a second time. HONORARIUM RILL. The Member's Honorarium Reduction Bill, Avhich proA-ided that members of the House who sat in the last session, should receive only half the honorarium, Avas thi-OAvn out by 42 to 23. LICENSING AMENDMENT BILL. Mr StcAvard moved the second reading of the Licensing Act Amendment Bill, the principal points of Avhich were triennial elections for licensing committees, compensation where license ay as taken away, abolishing of bottle licenses, and imprisonment of " prohibited persons" should they get intoxicated. Mr Fergus moved that the bill be read that day six months. Mr Smith suggested that tbc licensing districts be enlarged, and that the franchise be extended so that every man and woman in a licensing district should have a vote in the election for the committee. Tho debate was continued until 12.30, when a division Avas taken on the motion for the second rending. Ayes, 38 ; noes, 13. The second reading Avas carried. SCHOOL INSPECTION RILL. Mr Smith moved the second reading of the Schools Inspection Bill, explaining that its objects Avcrc to provide for the appointment'of school inspectors by the Governor, and for tho shifting of inspectors once in every three years. Mr Ballauce asked the House to reject the bill. Tho motion for tho second reading Avas lost by 25 to 21, and the bill Avas thrown out.
