THE HARBOR QUESTION.
[To the junrroE of tiie Daily Telegram.] Sir,— In your leading article of this evening upon the necessity for a first-class harbor you have quoted many passages from the Commissioners' report in support of your views. I will not enter into a discussion as to whether this district can afford to incur a debt of £180,823 in addition to the present debt of £7-5,000, but I will, ■with your permission, quote the following passage from the report: —"TheappearancehTat Timaru aro such as would lead one to think that a great many years must elapse before any harm is done by the shingle to the works there, but we think it might be advisable, before undertaking any works in Napier, to wait for a few years and Bee if the evidence of the danger of the accumulation of the shingle at Timarn became more decided or not." The advice to wait a couple of years until the Timaru ■works are completed, and have proved finally a success, has been tendered to the Harbor Board repeatedly, even in your own open columns, but coming now from the Commissioners it should carry weight with the Board. —I am, &c, The Bae. Napier, May 2G, ISS4.
