May 23. Lord Roseberry has renewed his motion for debate on the Recidiviste question for June 23. The banquet to Sir H. B. Loch was a great success. Upwards of 200 leading Australasian colonists were present, and also a number of English nobility and all the Agents-General, with the exception of Sir Dillon Bell and Sir A. Blyth. The Earl of Roseberry presided, and in proposing the toast of the evening, spoke emphatically on the duty of an Australasian Governor to try and draw closer the bonds which united the colonies with the Empire. He expressed a hope that Sir Henry Loch had received peremptory instructions from the Imperial Government as to the attitude he should assume in respect to the Recidiviste question, and that these were framed in a spirit in accord with the feelings and aspirations of the colonies. He denied that any political school in England entertained a hostile spirit towards the colonies. Sir Henry Loch, in replying, said that the problem of how best to maintain the connection between the Mother Country and her colonies required early and most careful consideration. Ho believed that the establishment of closer bonds of union would tend to the better welfare and happiness of tho Empire. He proposed the toast of "Prosperity to the Colonies." Sir Saul Samuel replied, saying the colonies were already united by the best ties to the Empire, and that the time was not yet ripe for any scheme of Imperial federation. Mr Murray Smith also replied, saying that he was personally sanguine that federation would soon be accomplished. He proposed the health of the Earl of Roseberry, thanking him warmly for the interest he had displayed in important problems affecting colonial interests, and especially for his action in reg-ard to tho Recidiviste question. Lord Roseberry, iv reply, reiterated the statement as to the interest he took in tho welfare of the colonies. A detachment of British troops has been ordered to support Mr Osborne in repelling the Usutu tribes.
Mr Westgarth advocates a ten-shilling postal note in preference to debased halfsovereigns. France intends shortly to blockade the whole coast line of Madagascar. May 24. Major Worthy has received orders to march to Assoint Sehnia to co-operate with Major Ketchner, in command at Korosko. Both officers command Bedouin forces. Colonel Trotter has garrisoned Wady Haifa with Egyptian troops, expelling the Bazouks formerly there. A stormy meeting of the shareholders in the Chartered Bank has been held, and a motion for a committee of inquiry into its affairs was only withdrawn in order to avoid damaging the credit of the bank. The deposits are increasing. The House of Commons has, by a large majority, rejected an amendment delaying the extension of the franchise until a redistribution of seats took place. Sir Henry Torrens is gazetted a Knight Commander of St. Michael and St. George, and Colonel Crossman a Knight Commander, and Messrs Baden and Powell, Companions of the Order. May 25. Delancy, a convict witness in the SligO conspiracy case, swore that Tynan, the supposed No. 1 was present at the Phoenix Park murders, and that he heard Patrick Egan and Brennan encourage the Fenians to perpetrate such crimes. The law officers of the Crown have decided that neither of the offices held by Sir Andrew Clarke disentitle him to a pension. The project for tho construction of a ship canal to Manchester has been authorised, and a capital of five millions has been subscribed to carry it out.
